Population Services International (PSI) is a network of locally rooted, globally connected organizations working to achieve consumer-powered healthcare — people-centered health systems that ensure quality, affordable care wherever and whenever it is needed. PSI started its operations in Cambodia in 1993 when it launched a social marketing campaign. Since then, PSI Cambodia’s programs have expanded to include social and behavior change (SBC), health system strengthening (HSS), and research in various areas such as sexual and reproductive health, non-communicable diseases (NCDs), malaria, maternal and child health (MCH), nutrition, water, sanitation and hygiene (WASH).
Changing Diabetes in Children (CDiC) is a project designed to improve diabetes care for children with type 1 diabetes and as such help these children and their families live better and healthier lives. Implemented by PSI Cambodia in 2023-2028 in close collaboration with Preventive Medicine Department (PMD) of the Ministry of Health and several hospitals in Cambodia, the project targets children and adolescents up to 25 years of age.
Type 1 diabetes is a condition that requires uninterrupted access to insulin and diabetes management supplies, trained health care providers, and education for patients and families on self-management. Sustainable health system approaches are therefore needed to ensure long-term support for everyone, especially children, affected by type 1 diabetes.
Under CDiC project, PSI will support the PMD to develop a Sustainability Roadmap for Type 1 Diabetes aims to outline strategies and actions to ensure that child and young people with type 1 diabetes in Cambodia has continuous access to insulin and quality care, regardless of future changes in funding, as well as community engagement and strengthening support for patients and their families. This document will be used as a planning and advocacy tool for long term T1D treatment support. The roadmap will be developed in close collaboration and consultation with the Ministry of Health’s relevant departments, provincial health departments at sub national level, diabetes hospitals and diabetes clinics, as well as other relevant stakeholders such as NGOs, UN agencies and donors.
The Consultant will support PMD in developing the Sustainability Roadmap by conducting situational analyses, engaging key stakeholders, and drafting, finalizing and disseminating the roadmap document. The consultant will ensure that the roadmap reflects the Cambodian health system context and aligns with national priorities and policies.
SCOPE OF WORK AND EXPECTED DELIVERABLES
- Develop a detailed work plan and methodology, timelines and stakeholder mapping.
- Identify gaps, challenges, and opportunities related to insulin supply, service delivery, capacity building, and sustainability mechanisms as well identify best practices on type 1 diabetes sustainability applicable to Cambodia.
- Organize and facilitate key informant interviews, focus group discussions, and consultative workshops with PMD, healthcare providers, civil society, and development partners.
- Develop the draft Sustainability Roadmap outlining key activities to sustain T1D care services and supplies in line with national NCD policies and existing health strategies.
- Incorporate feedback from stakeholders and finalize the Sustainability Roadmap document.
- Support PMD in planning and conducting a dissemination workshop to present the final roadmap and plan for action.

QUALIFICATIONS AND EXPERIENCES
- Degree in public health, health policy, health system strengthening, health financing, or related field
- A minimum of 5 years of experience working in NCDs, diabetes care, or health systems strengthening in Cambodia
- Experience in policy development, stakeholder engagement, and facilitating meetings, discussions, and workshops.
- Strong analytical and advanced written and spoken English and Khmer language skills.
